Early Life

She was born in Pikeville, Maryland on August 8, 1952.The parents of Lula were a housekeeper and an employee of a steel factory, respectively.

Howard, Harry, and Charles are her three brothers.She majored in nursing at the University of Maryland.Her next move was to join the Air Force.

While on active duty, she rose to the rank of captain.
